Remove tag_svn_revision from setup.cfg

Description

tag_svn_revision is not supported in setuptools >= 10 and causes problems with later setuptools versions. This is discussed in ​trac:#12038.

Btw, I added 0.6.1 and 0.7 to the Version field, and made 0.8 the default milestone (it was 0.7, which is already released).

Should open tickets with milestone 0.7 be batch modified to set the milestone to 0.8? There are 54 open tickets with milestone 0.7. The Genshi Trac site has batch modify functionality now since it was recently upgraded to Trac 1.0.9.
