0.7 release archive broken

Description
Even you don't advertise the 0.7 release yet on the page. The packed archive is broken, it's missing the 'tests' folders and it seems mandatory for python3.

Thanks. I built the source distribution with Python 2.7 so the test packages weren't included. They're needed by Python 3 so that 'python setup.py test' can work and it's good practice anyway. I've adjusted the setup.py file so it always includes them. Commited to trunk in r1211 and to 0.7.x in r1216. Release files will be re-built shortly.
